“These phones are amazing, aren’t they? I’ve got an application that can throw grenades into people’s dreams.”  The very best character. (See also)  
I know he’s not to be cheered in real life, I know he’s just the Fonzie character that took over the show, but I could not possibly root for him to destroy everyone/everything around him any more than I do now.  I don’t get why they didn’t even attempt an equivalent character on Veep— his character’s anger and disgust and superiority is such a relief in comparison to all the weak characters around him; Veep is only the weakling characters, by comparison.  But on the other hand, it feels right that only that one character can be on the screen, that only one guy like that can exist, that he’s just this mutant…?  (Anyways, where/how would they possibly find another Peter Capaldi?)  Also: Dan Miller!
